Bin Zayed International & FatHopes Energy to Build $500 Mil SAF Refinery in Malaysia

We at Bin Zayed International (BZI) are excited to announce our strategic collaboration with FatHopes Energy (FHE) to develop one of the world’s most forward-looking sustainable aviation fuel (SAF) refineries in Port Klang, Selangor. With an estimated investment of US$500 million (RM2.39 billion), the project marks a major milestone in Malaysia’s clean energy ambitions. 

The announcement was made at a signing ceremony held at Exchange 106, attended by representatives and honored guests from both parties. Also present at the event was YB Nik Nazmi bin Nik Ahmad, Minister of Natural Resources and Environmental Sustainability, who described the initiative a “game-changer” for both Malaysia’s energy and aviation.

“This collaboration positions our country as a frontrunner in clean aviation fuels, aligned with our National Energy Transition Roadmap and our role as ASEAN Chair,” said the Minister. “It reflects our deepening commitment to sustainability and innovation. It also demonstrates how strategic, private-sector-led investments can accelerate industrial decarbonization, strengthen domestic capabilities, and support ASEAN’s collective climate goals,” he added. 

A Milestone SAF Refinery for Malaysia

The refinery, currently in its feasibility stage, is designed to be a fully integrated end-to-end SAF production facility, utilizing the hydrotreated esters and fatty acids (HEFA) pathway—responsible for over 80% of global SAF supply. Over the next 12 months, we will roll out the project in carefully planned phases. In addition, our goal is to reach Final Investment Decision (FID) by mid-2026. Commercial operations are expected to kick off in 2029.

Driving Malaysia’s Energy Transition

Once operational, the refinery will cut Malaysia’s reliance on imported SAF. It will also bolster energy security, and position the country as a regional leader in SAF production and export. In the face of the urgent global climate crisis and energy volatility, we at BZI see opportunity to build resilience, accelerate Malaysia’s energy transition, and turning crisis into a platform for innovation. This partnership targets aviation’s toughest emissions challenge, advancing low-carbon mobility, and reinforcing the nation’s role in the global clean energy shift. 

Private-Sector Leadership and Long-Term Vision

The announcement highlighted the critical role of private-sector leadership in driving Malaysia’s energy transition. At the same time, it emphasized the long-term vision behind the collaboration.

In particular, Dato’ Sri Dr. Shamir Kumar Nandy, Managing Director of BZIM and Executive Director of BZS, reinforced this point by echoing the Minister’s optimism and emphasizing the long-term vision behind the collaboration.

“This partnership reflects our conviction that the future of aviation and all mobility—must be sustainable,” he said. “We’re laying the foundation for a scalable, commercially viable SAF platform that aligns with global climate goals and regional priorities.”

As part of this journey, we are also set to take a strategic equity stake in FatHopes Energy Group—marking a strong commitment to long-term collaboration in sustainability, profitability, and forward-thinking innovation.

“This is more than a business venture, it’s a statement of our solid intent,” he added. “It marks our continued commitment to Malaysia and the region through innovative, high-impact, and future-oriented investments.”

As BZI’s second major ESG-aligned initiative in Malaysia, the collaboration builds on FHE’s 15-year legacy in waste-based biofuel innovation while expanding the nation’s green energy infrastructure.   

Aligned with the National Energy Transition Roadmap (NETR), the project supports Malaysia’s drive to accelerate its energy transition and position the country as a leader in sustainable aviation.
